The EU’s GSP removes import duties from products coming into the EU market from vulnerable developing countries. You will need to establish whether your product will be arriving into the EU under preference. You can find out if your product is eligible to apply for a preferential certificate by contacting your local government office.
Goods that meet the EU GSP rules of origin requirements are eligible to claim a lower rate or zero rate of import duty on the basis of a valid proof of origin.
The EU's GSP comprises three arrangements: General (Standard) GSP Scheme, the GSP+ Scheme, and the Everything but Arms (EBA) Scheme.
General (Standard) GSP Scheme
Countries included: Republic of Congo, Cook Islands, India, Indonesia, Kenya, Micronesia, Nigeria, Niue, Syria, Tajikistan.
Proof of origin can be one of the following:
• Statement on Origin that can be made by an exporter registered in the registered exporter system (REX) provided that the total value of the consignment does exceed £5,400 (€6,000).
• Statement on Origin that can be made by any exporter provided that the total value of the consignment does not exceed £5,400 (€6,000).
A Statement on Origin is a declaration of origin made by the registered exporter on an invoice. To make the invoice declaration, you should type, stamp or print the following declaration (in English) on the TradeStone invoice:
The exporter of the products covered by this document (customs authorization No ...(1) ) declares that, except where otherwise clearly indicated, these products are of ... (2) preferential origin according to the rules of origin of the Generalized Scheme of Preferences of the European Union and the origin criterion met is … (3)
You must sign your invoice declaration by hand.
(1) Enter your name and full address of exported followed by REX number.
(2) Enter the country of origin of the goods.
(3) Products wholly obtained: enter the letter ‘P’; Products sufficiently processed: enter the letter ‘W’ followed by a heading of the Harmonised System (example ‘W’ 9618).
Generalized Scheme of Preferences Plus (GSP+)
Countries included: Bolivia, Cape Verde, Kyrgyzstan, Mongolia, Pakistan, Philippines, Sri Lanka, Uzbekistan.
Proof of origin can be one of the following:
• GSP Certificate of origin Form A – issued by the competent authorities in the beneficiary country. The exporter applying for the certificate should be prepared to submit documents proving the originating status of the products concerned. The certificate should be made available to the exporter as soon as the export has taken place. Form A must be stamped and signed by the competent authority.
• Invoice declaration drafted by the exporter - you may only be able to use an origin declaration for consignments over £5,400 (€6,000) if you have applied for and received approved exporter status.

Countries included: Afghanistan, Angola, Bangladesh, Benin, Bhutan, Burkina Faso, Burundi, Central African Republic, Chad, Comoros, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Haiti, Kiribati, Lao PDR, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Myanmar, Nepal, Niger, Rwanda, Sao Tome and Principe, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Sudan, Tanzania, Togo, Tuvalu, Uganda, Yemen, Zambia.
