Cosmetic Products

Before a cosmetic product can be placed for sale in the EU and the UK, notification is required. Notification refers to a Responsible Person informing the EU and the UK Commission(s) and member states that a product will be placed on the market(s).

The EU Cosmetic Products Notification Portal (CPNP) and the UK Submit Cosmetic Product Notification (SCPN) are both online notification systems for submitting certain technical compliance related information about cosmetics products.

If you are making cosmetic products available to consumers in the United Kingdom, you must notify your cosmetic products using the UK Submit Cosmetic Product Notifications Service. See link below:

Cosmetics sold in the UK are required to have a Responsible Person located in the UK listed on the label of the cosmetic product. Cosmetics sold in the EU are required to have a Responsible Person located in the EU listed on the label of the cosmetic product. The remaining processes are identical with the exception of where the notification will be made.

Existing products on the GB market: For cosmetic products available to UK consumers that have already been notified using the EU’s Cosmetic Products Notification Portal (CPNP) before 1 January 2021, you will have until 31 March 2021 to notify your cosmetic products using the UK’s Submit cosmetic product notifications service.

New products for the UK market: For cosmetic products that have not been notified on the EU’s CPNP and are being placed on the UK market after 31 December 2020, you will need to notify these products using the UK’s Submit cosmetic product notifications service before they can be placed on the UK market.

For products that were previously on the EU market before 1 January 2021: All product packaging must bear the name and address of the UK Responsible Person from 31 December 2022.
